New licence or renewal?
New licence
- The shop is new, or has never had a safety licence.
- We identify the safety equipment your activity and size need.
- And guide you through a “new licence” request on Salamah.
Renewal
- You have a current or previous licence.
- Renewal opens on the portal three months before expiry.
- We make sure the safety equipment and contracts are ready first.
What does a safety licence need?
It depends on the activity and the size of the premises. The Salamah portal puts activities on one of two tracks:
Instant activitiesLow & medium risk
- The licence is issued immediately once the request is complete.
- It needs a safety-equipment installation certificate from a safety company approved on the portal, or a technical report from an approved engineering office, depending on the activity.
Non-instant activitiesHigh risk
- They need a contract with a safety company and uploaded maintenance contracts.
- Then a Civil Defense inspection. The portal's stated service time is 5 working days.
Documents and details that may be requested
- A valid commercial registration.
- Property owner details, and the lease or title deed.
- The municipal (Balady) licence.
- The safety-equipment certificate number or technical report number.
- An exterior photo of the shop with its sign (when issued through Balady).
Examples from the Salamah portal, Balady and the national platform as of 30 September 2026. Some activities need more.

Questions shop owners ask
Short answers. For anything specific to your shop, message us on WhatsApp.
How do I get a Civil Defense licence for my shop?
You apply from your own business account on the Salamah portal (through Absher Business), or together with the municipal licence on Balady. Before that, the shop needs the right safety equipment for its activity: instant activities need a safety-equipment installation certificate or a technical report; high-risk activities need a maintenance contract and a Civil Defense inspection. We prepare the shop and guide you at every step.
What does a safety licence require?
It depends on the activity and size. Typical examples: a valid commercial registration, the property owner's details, the lease or title deed, the municipal licence, and the safety-equipment certificate or technical report number. Some activities need more — we'll tell you once we know your activity.
Do the requirements depend on the activity?
Yes. The Salamah portal decides the track from the activity code, the facility type and its area. Instant activities (low and medium risk) are licensed as soon as the request is complete; non-instant (high-risk) activities need a maintenance contract and then an inspection.
I have an old licence — do I need a new one or a renewal?
If your licence is on the Salamah portal, you renew it from “Renew licence” in your account; the option appears 3 months before expiry. A licence linked to the municipal licence renews with it. If you're not sure, message us and we'll check with you.
Do you need to visit the shop?
We prefer to, because the equipment needed depends on the shop's size, layout and activity. It's our team's visit to see what's needed and install it — separate from the Civil Defense inspection, which applies to non-instant activities.
I don't know the shop's size — can I still apply?
Of course. Just say so in your message and we'll measure it on the visit. The portal uses the area to set the track, but you don't need it to contact us.
Can I send the documents later?
Yes. Contacting us needs no documents. Once we know your activity we'll tell you what it needs, and you can send it in the same chat or however is easiest.
How long does the licence take?
According to the portal, instant activities are licensed as soon as the request is complete; the stated service time for non-instant ones is 5 working days. Preparation and installation beforehand depend on the shop — we'll give you a view after the visit.
Do you provide the safety equipment and systems?
Yes. We supply and install fire extinguishers, alarm systems, kitchen-hood suppression and other suppression systems, and offer annual maintenance contracts.
I have several branches — how do I apply?
Message us on WhatsApp with the number of branches, their locations and what each one does, and the team arranges the visits with you.
How do I follow my request?
Your request with Osool Al-Salama continues in the same WhatsApp chat. The licence itself shows in your Salamah account.
